apply to 和 apply for 兩個都是正確用法，但是兩者的使用方式是不同的

apply to 著重以申請者的身分向某個單位提出申請，所以後面要接受理申請的單位或機關。

例如:

I applied to four universities and was accepted by all of them.

apply for 著重透過申請的過程取得你想要的東西，所以後面要接你想得到的那一樣東西。

例如:

She applied for a job with the local newspaper.

We need to apply for planning permission to build a garage.

綜合以上兩種用法，你也可以這樣說

I apply to Taiwan Bank for a loan.

(我向台灣銀行申請了一筆貸款。)

I apply to HR office for annul leaves.

(我向人事部門申請休假)
